Action Contre La Faim (ACF) has been operational since 2010 in Northeast and has been able to successfully implement integrated programs in Nutrition, Health, Food Security and Livelihoods (FSL) and Water, sanitation and Hygiene (WASH). Further the mission has expanded its programs in the wake of conflict in Borno state since 2017 , focusing on long term sustainable programs focused on system strengthening for Health, WASH, Social Protection, and Agriculture sectors. In 2018, ACF launched the Rapid Response Mechanism (RRM) in Nigeria in an effort to address the urgent humanitarian assistance to the displaced populations in Northern Nigeria. With this approach ACF is among the lead agencies that are currently reaching the NE &NW regions with Rapid Humanitarian assistance to the conflict and other disaster affected population. Currently, ACF is providing an integrated humanitarian response in Yobe State (12 Local Government Areas (LGAs), Borno (11 LGAs), Bauchi (2 LGAs) and Jigawa (6 LGAs) with partial presence in Kano. Despite the remarkable achievements in humanitarian sector, ACF, as other humanitarian actors, has been continuously affected by the shrinking humanitarian space.
Nigeria is the largest ACF mission. It has a balanced mix of humanitarian life saving assistance projects and development projects. The context is complex in Borno and Yobe States with an ongoing conflict and a limited humanitarian access. ACF strategy is also to work in other Nothern States where under nutrition is very high. ACF managed to influence some states' policy in terms of social protection to fight under nutrition.
The field office respond to urgent needs to the population affected by violence in the North East and North West of Nigeria. ACF teams also respond to emergencies due to climate shocks, to epidemics and to displacement. ACF aims at preventing and curing under nutrition and at tackling the root causes of malnutrition through multisectorial longer term programming where the security situation allows. The ACF team is also working closely with regional states to promote social protection programs.
The mission currently employs 310 employees, working from the coordination office in Abuja, field offices in Maiduguri, Potiskum, Dutse and Bade to address the humanitarian needs of the population. The projects carried out are very varied: Nutrition and Health, Food Security and Livelihoods and Water Sanitation and Hygiene. ACF Nigeria is a significant mission with a financial volume of 30 million euros.
We are looking for a Country Director to lead our activities in the country.
Votre poste et vos responsabilités
As Country Director, you are responsible for providing the overall leadership and strategic guidance of the Country Office.
Your main responsibilities are to lead the definition and the implementation of the country strategy of ACF in Nigeria and oversee the overall management of the country team in line with ACF values, quality standards and processes.
More specifically:
- You ensure that systems and procedures are in place and being properly implemented, and that they ensure the proper management, well being and safety of ACF staff, and the proper use of ACF resources.
- You ensure that programs reflect the country strategy and adhere to the ACF technical and transversal policies.
- You build on best practices previously developed by the country team.
- You create a shared vision among all staff, promoting ACF Charter and ensuring an organizational culture where ACF core values are embedded, team work is encouraged and all staff feel valued.
- You are responsible for establishing and maintaining good working relationships with host government officials, donors and other partners.
- You are responsible for the safety, security and well being of your team.
Votre profil
You hold a master degree in development studies or in management. You show at least 8 years of relevant humanitarian experience or you have a bachelor with more than 15 years of relevant humanitarian experience. You are experienced in complex emergencies in difficult security context. You show excellent organizational and interpersonal skills. You are known for your excellent negotiation skills, and political astuteness as well as your excellent adaptation and culturally sensitivity skills. You also have a significant experience with external representation and promotion of programs with stakeholders and potential donors, and are able to generate goodwill towards the program with the intention of raising funds and the country grant portfolio.
Fluent spoken and written English skills.
Vos conditions d’emploi
- Fixed term contract under French legislation: 24 months
- Monthly gross salary from 3 572,20 € to 4128,70€ upon experience
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 754€ net, field paid
- Monthly country allowance: 150€
- Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Transportation and accommodation: coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
